Occam's Razor is a method of choosing which hypothesis is preferred (and/or easier to test). When looking at two competing hypothesis, the one which introduces the least amount of new variables is easier to test, and the preferred method. In science, it's ALWAYS the right practice, it just might end up with the wrong hypothesis. At which point you alter the test, or consider additional variables.

He didn't "send away" anything. The NIH do NOT do tests for private parties, they simply take samples from areas and create a genome map. It's not a complete directory of every persons DNA. They even state:
