I think he's talking about Project Camelot in general. That's where I found that Project Serpo audio recording. Some guy named Bill Ryan dressed up like Uncle Travelling Matt goes around digging for paranormal whistleblowers.

Some of the people they interview are believable but a lot of it is insane ramblings of people who think they are super soldiers
