So, this is a long shot, but I remember watching a very short live action monster on monster porn video at the end of a creepy webm comp. they weren't having generic sex with human sex organs, rather, they were using organs found on their chest and other parts of their bodies. Footage was more or less choppy but well produced. If anyone could point me in the direction of it, I'd be very thankful.

Nah, they don't appear to be fake from what I've seen.
They don't seem to be under any kind of conscious control, however, which leads me to believe they are some kind of natural electric phenomena that we don't understand yet. Something along the lines of the aurora borealis effect, but obviously closer to the ground.

Looks like a run of the mill homebrew sigil. Sometimes people will put sigils in public/semi public places to allow others to charge them/use them too. The fact that its near an upside down cross and pentacle means it probably was made by a neo-satanist edgelord or group of edgelords.
It is near impossible to tell what a sigil's intention is from its design, though.
