Say I want to uninstall everything on my Windows partition, save for my Steam folder and the actual operating system. How would I go about doing this?

Just go to uninstall programs/features, uninstall all shit that isn't drivers or stuff you want to keep, do a malwarebytes scan, dump all that shit, then comb through your drive deleting shit.

What it sounds like you need is a full wipe, which I suggest doing every 6 months or so. Which I would just boot to recovery and wipe it.
