I got a new graphics card. I figured I could just install it and it would run off of generic drivers until I installed the drivers. Nope. When I turn on my PC, my monitor goes to sleep. Tried both windows and Linux, neither is the problem. I have returned and purchased a new card, same problem. I went from a nvidia geforce 550ti to an amd radeon r9 380. My computer may not even be booting up properly. When I turn on, all my fans work fine, gpu lights up etc but I never hear linux or windows finish booting up. I have tried installing the drivers before inserting the card and that doesn't do anything. Halp?

You've not powered it, or your PSU doesn't supply enough power to power it.
You need to supply it power through:
Pins 21-24 of the ATX24 connector: 75w
Each six-pin connector on the top of the card: 75w
Each eight-pin connector on the top of the card: 150w
Check what your PSU's rails can do, and connect so as not to overload any of them.
The only thing besides pcie on the gpu is the 8 pin connector at the top. My PSU is 600w and I think 550 is the recommended amount for my PC. Sorry about the late reply
