Yes, they will bill the shit out of you. Expect to pay import duty, and whatever sales tax you'd pay on that amount wherever it is you live.
Unless the guy that posts it blatantly and heinously disregards the law and says on the customs declaration that it's a "gift" worth "$5".

Does customs just not care sometimes? I once imported a movie collectible priced at $305 and it arrived without any requests for extra payment. (I live in the U.S, and yes, the seller declared the full value on the document)

if you are lucky customs doesn't check your package (depends on where you live and he delivery method) or only checks for drugs and illegal content and does't bother to calculate the import duties for a few books or a BD.
