Can someone please tell me why SKSE from steam only detects steam workshop mods?

It seems in my old computer it recognized old mods but then after that only new mods from steam. I'm running windows 8 on this new one. I really want to mod it up so please help me out? Do I have to save it somewhere other than usual for the manual installation?

Dude, it's so obvious. Steam/Bethesda are Jews. Looks up the paid mods fiasco.
