How do I get rid of this? It loads too much when I keep moving

Can't you just delete the file? You say it loads too much -- well, can't you just wait for it to finish loading?

I can't delete it or move/restore it.

I'm pretty sure you can right-click the recycle bin and empty it without ever opening it.

If that doesn't work, go get someone who can work a command-line, and get them to go look in c:\recycler\ with an elevated cmd.exe and delete the file from there.
