My power Supply (http://www.heise.de/preisvergleich/ms-tech-system-builder-450w-atx-2-3-ms-n450-sys-a975959.html) has 450 w but now i read on the that it needs 300 W AND 12V current rating at 20A but mine only has 17

Nope.
The card doesn't need your supply to be 300w, it needs it to be capable of supplying it with 240w. The "20A" is the actual requirement; the "300w" is just guidance for stupid people.
Graphics cards only use the 12v line; this card will not work unless you can give it its 20 amps.
Idk how you managed to find and purchase that card. Should have goten an R7 260X
