See, when I have to make sound WebMs I normally use 1 pass encoding at first to see if the bitrate I've specified gives me a video under 4MB, and then I use a 2 pass to get a good quality video. Seeing how much I had to reduce the size of this one in order to make it fit the 4 MB limit, though, I'm not going to bother with the 2 pass.
