Well, I wouldn't be that upset with it, but a few issues I see with it are that the government would be in complete control of it, so the goal would simply be to just make it more difficult to acquire guns for everyone. None of those are natural rights, and with the exception of workers' rights, none are rights at all. They're social services and social conditions. As far as I know, the only genuine right that some Europeans have that Americans don't is the right to roam (allemansrätten). On the other hand, the US has far stronger free speech, expression, and due process rights than most other countries.

No free country denies this right, but the US recognizes that if all else fails individuals are ultimately responsible for their own safety. Second, a founding principle of the US is that government is at the will of the people and the people have the right to overthrow the government if necessary. The founders of the US made a conscious choice to value individual freedom over social stability.

Are the ideals of the Constitution always upheld in practice? No, but it's been continuously improving since 1776. That's why we have a legal system.
