I'd like to bump, but I don't have any OC right now that moves me.
I use Ant video downloader. I first set the size I want to use, like 1080p or 144p in youtube then download the file in the Ant plugin. You can usually determine which version it is by the file size as it will only list the files sizes of videos you've started watching. So, if youtube defaults to say 340p and you ramp it up to 1080p it will have 2 files listed in the Ant plugin dropdown menu.
After that I use "WebM for Gits" to convert it how ever I like.
When I want to put video to music from two sources I just open them both in MPC-HC start playing and record the video side with Fraps then use WebM for Gits to convert it.
It is a round-about way to do things that could be all done in 1 editor program I'm sure. But, it just evolved that way from other things I was doing.
One circulating around is a bit short.
I had some trouble because the song is too long (5 min) and don't know how to keep all the song while still being under 4MB.
Cool. the "WebM for Gits" is good for that. Sometimes inputting 3.99 will result in 4.00 and 4chan won't accept it so you have to use 3.9 instead. There's also one where it tells you in the converter "ERROR audio bit rate is too high, no video will fit with that file size" or similar wording. I tried Handbreak and that didn't help so I had to re-record it using Fraps for almost 5 mins to get it right.

first up: learn the difference between MB an MiB. a Megabyte is 1.000.000 byte, since Mega is an SI prefix, which are all base of 1.000. a Mebibyte is 1.048.576 bytes, since Mebi is a binary prefix with a base of 1.024.
now, the difficulty is, nobody cares much about correct prefixes. 4chan and windows explorer *say* "MB", but *mean* "MiB". Linux says "MB" and means "MB". HDD manufacturers do as well, which is why your shiny 1 TB disk registers as a 931 "GB" disk in Windows (actually: 931 GiB). FFmpeg also correctly distinguishes between SI and binary prefixes.
4chan's limit for /wsg/ is 4 MiB, which, to be honest i've never tested to the byte (and i wouldn't know how to exactly reach it anyway - with encoding and overhead there's always a bit more that goes on top - so i usually encode for 4.090 KiB). i've uploaded 4.095 KiB though and it worked.

The problem here is 4chan won't allow uploads of some files which are below the limit. I've even had it not upload files that are 3.99MB. The MB I'm referring to is the one listed when you right click on a file and click on "properties" and the one that 4chan uses in the error messages here, >>879989 and here >>543929 "4096KB" which is 4.096MB

4,095 KiB is 4.19328MB and files that size do not upload at all for me.
I'm thinking that this has more to do with how the file will be stored on the server than anything else. Some files take up more space on the storage device than the size they are. I have some that are 3.99MB but their "Size on Disk" is higher and over 4MB. Thus, it won't get accepted.

on every board other than /gif/ and /wsg/ your webms have a maximum file size of 3 MiB and they have to contain exactly 1 video stream and nothing else.
only on /gif/ and /wsg/ webms up to 4 MiB are allowed which have to contain 1 video stream and up to 1 audio stream.
so, for a meaningful discussion - let's only talk about webms uploaded to /wsg/ so the limitations are clear.
4 MiB = 4,096 KiB = 4,194,304 Bytes = ~4,194 KB = ~4.19 MB
anything that is below "4 MB" on Windows Explorer or Properites dialogue or 4chan file size should upload since it is below 4 MiB.

IKR, the size limit sucks. It needs to be 10MB for anything decent. Hitting the 5min limit is almost impossible and have it still be watchable at a watchable resolution.
What did you use to make it with?
I'm been using everything Movie Maker, WebM for Gits, Fraps, and MPC-HC.
I used movie maker to make the loop then converted it to a webm using XMedia Recode. I literally had no idea what I was doing, just followed a buncha Youtube tutorials on how to make a basic WebM. I'm just glad that I was able to shrink it down to something just under 4 MB. Also, how did you manage to keep the vid at such high quality when it's in fullscreen?
"WebM for Gits". In that program I checked the box for audio and set the filesize to 3.98 or 3.89 and started the conversion. That was it.
Because the video is only 31 seconds long, the file size can be as large as it needs for higher quality. The longer the video it the worse the "WebM for Gits" program will make the quality until it runs out of file space within the 3.98MB limit at which point it cuts off the rest of the video.
Sometimes, when you are making a video that has only 1FPS because it is a single still image the 3.98MB filesize limit will allow the movie to be over /wsg/'s 5 minute limit. If that happens, you need to use the "Trim" tab to cut it down to like 4:59 and try again.

If you checkmark "Enable High Quality Mode" it will almost always fuck you over and make the file size over 4MB. So, you have to input something low like 3.68MB but that doesn't always work so fuck it.
Then you can make inane vids like this and open 30 of them and go crazy.

If you want to only convert a certain section of the movie into a webm, click on the "trim" tab in, "WebM for Gits". Then you can snip out 1 scene from where ever in anything.
It is a tricky play off between length and quality.
