Because console companies demanded a share of the profits and locked out companies unwilling to pay that.
Computers were open to everyone.
Floppies were also cheaper as a medium than ROM cassettes and distribution models such as shareware allowed even smaller games to see widespread use.

I wouldn't necessarily say the level design was shit, but some of the puzzles passages were hard as fuck, one time I even had to look up the solution. But it's better this way than the dumbed-down shit we see nowadays in video games.

Is paying extra for the obi just pure autism? I'm talking $30-$40 difference for a game with it versus one without.
The obi-strip obsession is pure autism. However I do enjoy how I can manipulate buyers into paying more just for a worthless strip of glossy paper.
I've seen many people throw them away but I always tucked them into the manual. Good decision, I guess. Sometimes used imports came with them, sometimes not but I didn't let it affect my purchasing decision and I wouldn't have paid extra to get one.

Been replaying the SOR series, desperately wishing their was hybrid of BK 3's gameplay and SOR 1's music and level design beyond that fan game SOR 4

How did retro games get away with showing so many flashing lights? Nowadays they try to reduce it (e.g the virtual console) before when I was younger it never bothered me but nowadays when I play it I can't stand to look at it for two seconds before I close my eyes.
CRTs handle light balancing better so it wasn't a problem. Also less legislation thanks to the medium being fairly new.
