Normal is a body type, the kind that can perform attacks like Rock Climb, Doubleslap, Stomp, Horn Attack. But I can't explain why attacks like Moonlight are Normal.
Almost all Water-type Pokemon can learn to shoot water and ice. But most of them are just sea creatures.

Because their powers over those elements are comparatively weak and limited, such that they can generally pass off as normal.
In the case of normal/flying, that's just because flying is a verb. Tornadus only gets a pass because they wanted to use the typing for something.
All birds are part Normal because Pure Flying isn't a thing, aside from one Legendary that's more or less an air elemental.
Girafarig is a gimmick.
Badoof, Sawsbuck, Diggersby, and Heliolisk are defined more by being normal than their minor elemental abilities.
Pyroar and Igglybuff are Normal because they're defined in part by their proficiency with sound based attacks, almost all of which fall under Normal type.
Also, if you strictly followed the rule

normal animal with flight is reasonable. a psychic giraf with a not psychic butt is reasonable. A normal lizard that can only use solar power rather than generating its own electricity is convoluted but doable. The others are all retarded.
A lot only have their foot in the door of weird and are *relatively normal like creatures from earth sans lots of training. Maybe.
I think humans would be a Normal dual type as well for similar reasons.
You can't argue this for Girafarig, though. It's clearly half Psychic (the giraffe part) and half Normal (the chain-chomp part). Sure, you could argue that the chain-chomp should be Dark based on Girafarig's movepool and the tail's appearance, but Noraml also works.
Mega Giraffe is Psy/Dark in my headcanon, with the tail forming a menacing-looking doppelganger portion for the giraffe side
Helioptile and Pyroar are half normal to contrast with their electric/dragon and fire/poison megas, which are a dragon and chimera respectively. The normal subtype illustrates their transformation from real animal to mythological creature.

Giraffes are said to be able to see in the future because of how tall they are (allows them to see over the horizon), hence the giraffe side being Psychic. Also, whenever you see Girafarig using Psychic moves in the anime, it's the giraffe side, while you can imagine the other side uses Bite, Crunch, maybe even Headbutt, etc.

Crystal's seems weirdly out of place
the only problem i see is pyroar
girafarig is half normal half psychic, literally, so it makes sense
bibarel and diggersby evolve from a normal type and still retain some of their abilities
heliolisk is a lizard that needs to charge from the sun, so it's not perfect and not completely pure electric, more like halfway there, plus it can adapt and learn moves outside of electric like normal types usually do
sawsbuck is also only part grass because its mostly the antlers doing the grass bit, the rest of the body is normal
pidgeot is a normal bird that happens to be able to fly, unlike something like zapdos or talonflame
wigglytuff is part normal mostly to distinguish it from clefable and other pure fairies, but also to get hyper voice stab since it's a shouter (but there's no canon reason as far as i know)
pyroar is the only one that makes zero sense, but again i think it was because of hyper voice stab
