bibarel and diggersby evolve from a normal type and still retain some of their abilities
heliolisk is a lizard that needs to charge from the sun, so it's not perfect and not completely pure electric, more like halfway there, plus it can adapt and learn moves outside of electric like normal types usually do
sawsbuck is also only part grass because its mostly the antlers doing the grass bit, the rest of the body is normal
pidgeot is a normal bird that happens to be able to fly, unlike something like zapdos or talonflame
wigglytuff is part normal mostly to distinguish it from clefable and other pure fairies, but also to get hyper voice stab since it's a shouter (but there's no canon reason as far as i know)
pyroar is the only one that makes zero sense, but again i think it was because of hyper voice stab
