The issue is that Pokemon doesn't have to rely on reusing the same Pokemon when they have 700+ to pick from, and they've already broken the mold with Suicune and Chandelure. In the case of traditional fighters, it's what they do with the clones in future installments that make or break them. Ken is very different from Ryu, as is Akuma and so on so forth from when they were first introduced.
