I mean, if you're talking the unofficial fan definition, sure, that can be whatever you want it to be! But the real official definition is that it is no longer a Mythical Pokemon.

The only feature that it retains from being a Mythical Pokemon, as it is now a Legendary Pokemon, is that it is not required to complete the regional Pokedex (as far as I know). But Rayquaza isn't required either, in ORAS. But you DO need Deoxys to get the Shiny Charm, but not Jirachi for example. It is also required to complete the National Dex, unlike Mythical Pokemon.

So, since that's not the problem with OP's image, has anyone figured out the problem?

they're going to have to keep doing that, especially when they're adding 3-5 event only pokemon each gen. it's either make them available in game, have constant events or people will just be SOL if they want to catch em all
