Well, of course gigas was. The whole thing with his appearance (all that moss) and his ability reference that he just needs to shake off the cobwebs to match his former power. I imagine Regigigas could his max power right from the get-go and possessed immense power.

Regirock can just add rocks to itself, and there are a lot of fucking rocks in the world.
Registeel is the hardest substance known to man.
Regice can kill you by standing beside you and can probably heal itself completely through any exposure to water, since it is perfectly normal ice (other than the whole "magma-proof" thing.

They're a trio that is nearly impossible to restrain, let alone incapacitate, and Regigigas can make more of them or more things like them whenever it wants, for all we know.
