Most foxes ib4 Vulpix are drawn without toes and go for the slender foot style. Especially one that is depicted as sly. Most Japanese artwork use it though, and sometimes with addition of paw stubs.

but they still have less detail. Look at a bunch gen 1 Pokemon sugis and you'll see that most of them will either have more realistic proportions, more detail put into their hair/feathers, or both.
