I don't think there is such a thing as a Pokemon "Master" in the anime. The characters in the anime seem to know what a Pokemon Master is but it's never fully explained. There has never been a Pokemon Master either, the Region Champions are never referred to as Pokemon Masters. Ash becoming the strongest trainer of them all is a goal that AT LEAST makes more sense, rather than stating that he wants to be a Pokemon Master because we dont know what the fuck that is or means.
