Due to speed. Ice types would be great if they were speedy glass cannons like Weavile.
It's great offensively but dildos defensively. Mamoswine and Cloyster are basically the exceptions to the rule of bulky ice types being ass because one has Shell Smash (one of, if not the best boosting move in-game) to speed it up and make it a scary ass sweeper with a 125 BP STAB move, a 125 BP STAB coverage move, and another 110 BP STAB move or STAB priority depending on the set. The other has literally the best STAB coverage in-game in addition to thick fat neutralizing Fire and Ground neutralizing SR and Rock Slide/Stone Edge and multiple sets. Other bulky slow ice types are ass.

This is definitely one of the best ones. STABs are walled only by mirror match and some ridiculously bad type combinations. Access to Espeed or Boomburst would definitely help making such a mon very good.

Both are pretty damn good, but have noticable flaws that prevent them from being absolute top tier.
Ground types deserve an extra mention for being absurdly overpowered offensively from typechart perspective and having a lot of types they synergise with offensively (Water, Flying, Fire, Fairy, etc). The omnipresence of Levitate is the only reason it isn't in actual gameplay.
