Return is the strongest physical normal move that most pokemon get that has no drawbacks. It's a fantastic move.
Frustration can be just as powerful, but considering that simply winning a fight can decrease its effectiveness, it's not viable in-game.

It's about 50/50 between Return and Double Edge for its main heavy hitting move.

I've seen the expression "return the favor" used in many adult doujins meaning "to reciprocate oral sex".
