Why didn't Johto get any Mega Evolutions except for Steelix

Dude in XY, Kanto got 6 megas for it's regular Pokemon while Hoenn got 7 megas for regular Pokemon. Scizor explains why Kanto had less regular megas in XY than Hoenn. I'm not talking about starters and Mewtwo.

Johto has the second least amount of new Pokemon. Sinnoh has the least. Then why did they give Sinnoh Mega Lopunny while not giving a mega to one of Johto's regular Pokemon?

There are 55 regular Sinnoh Pokemon and 56 regular Kalos Pokemon.

Both regions have 28 fully evolved lines ranging from 1-3 lined Pokemon.

Johto has 66 regular Pokemon but has 42 fully evolved lines.

But ORAS is telling me there going for % of regular Pokemon to determine Mega amounts since now Johto and Sinnoh have 4 each excluding cross evos and both regions have similar regular Pokemon numbers.
