Just going by the way it looks, I believe that the current language is very deliberate. It probably can be decoded. The previous language was just gibberish that sorta-kinda looked like text.

I didn't realize people are really into this, the only pokemon language that people can read is Unown

The neat thing is that in the anime, there are writing styles that correspond to Katakana, Hiragana, and the western alphabet (granted, they're all just letter swaps of the western alphabet). The one that's supposed to be the stand in for western letters have a bunch of random dots thrown in, so it looks like the writing style evolved from the Unown.
