Sapphire (May) and Wally are nothing. Sapphire constantly gives you items. She maxes out at 4 pokemon in Lilycove. You never even see her starter's final evolution.
Only Platinum (Dawn) is the only wannabe rival who is worse than Sapphire because you never fight Platinum. You only fight Wally twice: once with just Ralts and once with 5 pokemon on Victory Road.

I'm playing Red right now.
Green constantly overlevels me by 5 to 10 levels. He is intimidating at certain points of the game.
At Nugget Bridge my team averaged level 12 and he lead with a level 18 Pidgeotto.
At Silph Co. my team averaged level 30 and his starter was level 41.
I'll play Gold after Red, but I remember Azelea's fight being difficult for similar reasons.

The fact that he stole his starter floored me as a kid. I was like "he hates Team Rocket, but he's just as bad as them!" Silver was the first morally ambiguous character I ever encountered. His heart was in the right place, but he thought his way of doing things was better than yours until it became completely obvious that it wasn't. I liked that he actually developed as a character instead of these other rivals we get that stay the same through the whole game.

At gyms I have whichever Pokemon have advantage offensively and defensively.
I have to get my E4 team ready soon. I don't remember their exact teams, so I'm just going by main types: Ice, Fighting, Poison, and Dragon.
