The american version includes all of the european translations. They're just hidden in the romfs. You can rename messages_XX.bin (XX being your language) to message.bin and then play it. The only thing that it's missing are the French and German Pokémon names.

It doesn't. Legit .cia files exist only of games that come preinstalled with a 3DS. These files can be ran without a CFW, but there's just a few of them, which doesn't include PSMD, also building the romfs to use it with HANS is annoying.
If you want to pirate the legit .cia games it's alright though.
