There's this thing in Japanese culture (actually somewhat in Asian culture in general because you see this a bit in Chinese/Korean stuff too) where if its nudity or dirty jokes involving little kids (see something like Crayon Shin-Chan or Doraemon) it's innocuous, cute, or funny, because it's not explicitly there to be sexually arousing for the viewer, it's more about little kids being kids.

Stiff like bouncing titties and obviously fetishized lolicon characters are made for an obvious purpose and those are considered something different entirely, especially if it's a kid's show.

It's kind of hard to explain accurately, I guess.
