Well if they are really that stingy just go in and preorder, get code, and then cancel. They literally can't stop you from cancelling a preorder. I work at Gamestop, so I just snagged them. Can definitely guarantee though you should NOT have to preorder ORAS to get the codes. I want to spice things up a little bit, so take a picture with a sign that says "I love Pokemon!" or some merch and I'll post more codes.
