Smeargle does not count. He's probably going to get the bat on more moves than hyperspace fury and dark void.

Yeah, though Mega Kick was a TM in the original games so it only counts if you didn't allow transferring.
There are some moves that were outright unavailable without transferring. Sky Attack was learned on level only by Moltres, and there was no way to get Razor Wind without transferring a mon that already knew it.

Why is this thing so fucking hard?
It moves faster than everything on my team, one-shots nearly all of them with Play Rough, I finally get a Thunder Wave off and it's holding a Lum Berry, its partner Haunter's Hypnosis seems to work 100% of the time.
I only finally won after Fire Fang's 10% chance of burning raped its Attack.

Fairly sure that Aether Foundation, barring Wicke, was under influence of Nihilego's neurotoxin that kinda... altered their mindsets. Before you "lol BS," reminder that neurotoxins attack brain. Lusamine might have been legitimately insane (as in being unable to tell fiction and reality apart).
I have no explanation for the second point, though.
