You're better off going with a tanky assault vest set rather than trying to mitigate his lackluster speed. Invest those speed EVs into HP instead and go with this set with the assault vest:
-Darkest lariat
-Flare blitz
-Leech life
-Cross chop/Low sweep/Earthquake/Body slam
Body slam may sound bad on paper but the chance to paralyze is just too good to pass up.

Don't fall for the Venoshock meme, it's never good on any opponent with a functioning brain.
Don't bother with Dragon moves on anything that isn't receiving STAB from it.
Don't bother with Nasty Plot, Salazzle is too frail to reliably set up.
You should always run Toxic on Salazzle, that's literally the only reason to use it.
Your last move should either be for coverage from HP, or utility.

Can someone please explain why people consider guys like Green/Blue or Silver good rivals but are quick to call Cheren an edge lord? One of Silver's lines is something along the lines of "How dare she want to heal sick pokemon. Boo hoo! All weak pokemon should just be let go". Yet not a single person ever points out how sharp his edge is.
