What they mean is if you should be AK+ you'll be able to carry yourself out of silver. If you're only a gold nova then you're not going to be able to carry yourself from silver very efficiently.

What you need to do is find a couple maps you're comfortable with and find you can clutch well on and only queue those. Also try to queue with others.
Even if you're only queuing with 1 other person if they're an eagle and you're a silver and you've queued with them and do well in the match you'll get a lot more CSGO-ELO than you would for doing well in an all-silver match.

That's one of the reasons I can derank from 2 losses in a row but it takes like 5 wins to rank up, playing with all my low-rank shitter friends. The lower the enemy ranks the less of a boost you get for winning and the more of a penalty you get for losing.

Another SE craptard here.

So I haven't played that much (37 total hours). I was ranked S4 out of unranked and got SE with my first win. Since then, my win percentage has been below 50% (probably around 30%).

I personally do OK (K:D 1-2:1 usually). I work well with my team, call out strats and callouts, etc. Personally, I feel my play is getting a lot better (getting more headshots, doing well in 1v1 situations, learning some OK nade placement). My gamesense is still shit.

Anyhoo, I can't really tell how good I am. Most rounds, my team is mostly:

1. Non-English speakers
2. AWPers who only buy AWPs and yolo
3. Dudes who go 5-20 every map
4. People without mics who don't say a word the entire map.

I feel like this is a hard environment to really improve in. On the other hand, I don't feel like I'm personally going to be able to do well enough in Gold Nova to keep that rank (if someone boosts me).

If you didn't play well in any of those wins you gained less points towards a rank up, if you didn't play well in any of those losses you lost more points towards a rank down.

If any of those matches were against lower ranks you gained less/lost more points.

For the most part wins are what decide your rank but it factors in this other shit as well. Which is annoying as fuck when you play with friends who are silver and low novas and you're trying to rank up in AK, two losses is a rank down and 4 wins still no rank up despite carrying with at least 2 KDR every win.

My tip is this: silvers play pretty simply. On T side, they either rush as a team or play for picks in extremely standard setups. On CT, they generally just play the most standard setup possible. Overall, they won't do anything too impressive.

Being able to exploit these simple (and simple-minded) setups is how you get out of silver.

If you're a silver in a 5 stack with 4 eagles and the other team has 4 eagles and 1 silver and you topfrag you will get more ELO than one of your teammates would.
Your placement on the scoreboard also affects your ELO (less than winning but still) and your expected place is decided by your rank compared to the other ranks.

Like you said total ELO v total ELO isn't really a thing anymore unless you only play weird maps at weird times or something.

It's still very possible fall short of your "expected range" or do better than it.
