Hyperarmor has always been a flat-out bad pvp mechanic.
It's only active late enough into the attack to the point where, in pvp, you would have hit them anyways even without it. There's always a delay after you hit somebody before they take damage from the attack, so in order to actually interrupt someone you have to hit them very early. That 'very early' isn't covered by hyper armor, but the point where it'd already be too late to interrupt you without getting hit is where the hyperarmor begins.

In most cases, hyperarmor works to your own detriment more than your benefit because it, for some reason, extends throughout the entire recovery of most attacks with it. Mmeaning if someone dodges through your hyerparmor swing with a saw or something, they can just mach R1 while you're recovering and get several hits in because you have this pointless hyperarmor that does nothing except prevent you from being able to escape retaliation.

The uncharged R2 works like the splash zone at a water park. If you're within range when they tap R2, you will get wet. It doesn't matter where you move or how far away you get from them when the move actually goes off. If you make the mistake of being in R2 range when they hit R2, you have to guess the timing and iframe it.

It's not bad, but it's clunky and awkward to use and doesn't really have anything to make it unique or attractive outside of the tricked R2s, which obviously aren't the most useful thing in pvp. It has high AR but low modifiers, so no amount of buildcraft can make it better than 'okay, I guess'

Beast Cutter is alright. The problem is that the reason you would use it is because of its tricked form, but that form is incredibly (incredibly) slow.

It is serrated in both forms though, and does exclusively blunt damage.

It's good if you can spam it, never tried it in PvP but with low arcane (15-20) it does around 120-160 damage. It's good if you just need something dead since it only costs 1 bullet per cast. 5 blood bullets could get you over 500+ damage.
