It takes a while, I just ranked up from silver 1 to silver 2 after 22 matches (won 18 of those and had 40+ kills every match). There's still some hidden MMR magic going on in the background, so don't pay too much attention to your visible rank.

Generally from what I've seen there's a way better chance of winning if SOMEONE (even if it's not you) calls the strats and people follow them - it is a team game after all. So if someone else shouts the strats first just go along with it
I did my placement matches after the rank adjustments and got into silver 1, granted it took me like 15 games to get my 10 wins. So it shouldn't be too hard to get a smurf into silver 1, just throw every third game and try not to get too many kills.

In CS a really good player will absolutly shit on normal good players. Yeah, 5 random pros that probably don't speak the same language might get beated by a team of matchmaking Globals 1/10 times, but that's more like 1/1000 if they are an actual pro team. Communication is super important, and team-play and strats will pretty much ensure the pro team never loses a match.

CSGO has been on the backburner for a while, the skeletal crew working on the game isn't capable of making fundamental changes, they've shown that with the R8 and rifle updates.
