What are acceptable stats on Beatrice on active shoot without active pass?

I don't understand the balancing policy BB has. "Let things be unbalanced" doesn't seem very good. The only explanation I can think of is that they want people to whale for william and meta. But seriously if they want people to whale more, buff underused units, then people will whale to hypermax them.

If you're going power wise Beatrice, Hiro and Vitos are all close to each other with optimum stones and front lines.

Going slightly further. Vitos need to deal with light goalies, and both Beatrice and Hiro need to deal with nerua still.

William, Share and Leventor need to see Magnus popping up more but that really only affects Sharr and Leventor more than William.

Beatrice has better slots, and can pretty much have everything if you stone her right, may still rely on a crit totem though. Gettin 100% Pen is easy and negates half of Nerua's elemental DR.
Vitos literally shits out damage, regardless of GK. And not many have Chitose/DQ.

And Vonchi is simply better.
Also, Magnus affects Sharr a lot. Leventor himself shits out Pen.
