The general rule is that you should expand at least once per empire plan. Preferably after the empire plan because more cities mean more expensive plans.

Creating a trans-newtonian empire is kind of bullshit.
Like really bullshit. It took all the wind out of my sails by getting to instant 120k worth of tech, not to mention you already start with the first level in a lot of shit, like everything in energy weapons for example.
Half the fun is driving around in your nuclear engines and then getting to the next milestones. Being able to instant to ion drive is just not fun.
Sure I can restart with a conventional empire, but for now I just feel like I cheated a whole game's worth of play and now I'll just sit here and do nothing for a while.
