Word of warning, you won't see the conditional damage displayed in status screen even if you're eligible for the boost right now.
Example 21% PHY +12% PHY at full HP will only show 21% PHY boost even if you're at full HP while checking so when you compare with 27% physicals the damage will appear to be inferior.

You can. It's harder to pull off and you can't totally minmax because of the origin, but if you're able to farm some good gems at bl4 nothing stops you from trying out any build you want thanks to savescumming.
