Can somebody explain to me why you would max an ability that, at level 9, does 65 + 23% AP DPS instead of the one that does 180 + 40% AP and doesn't draw minion aggro in lane?

Energy isn't mana. E being less energy efficient is irrelevant because that shit regens so quickly you can spam E all day at max rank and do more damage than throwing one Q+AA every four seconds. It also gives amazing waveclear so you can rice your Gunblade in ten minutes.

Once you're out of mana for e what're you gonna do auto attack like a fucking potato? akali's nickname atleast her old one was the KS queen how can you do that when a large chunk of your burst is Q+AA+Q proc when you're outta energy in a team fight? I suggest taking another look at her Q damage. rather here it is. 35/55/75/95/115 (+40% Ability Power) proc45/70/95/120/145 (+50% Ability Power) along with the energy regain plus your auto attack. that's alot more then 30/55/80/105/130 (+60% Attack Damage) (+40% Ability Power) go look up some akali guides. theres a reason why people max Q and they're better at it then you are. im done taking the bait.

Lich is a trap item and will be a waste of gold most of the time. If you are close enough to basic someone odds are you are too close to them. It may synergize with your passive, but Zigg's passive is stupid and needs to be changed.
You are much better off building a different AP item second that gives a more important effect or some nice CDR.

ziggs's passive is good for killing towers which makes roaming supports afraid to roam and leave him be.

Lich bane also helps take down towers but I agree it is a bad buy on Ziggs.

If he at least had a longer basic range the most champions it would be fine. They could just make it his passive-empowered basics are longer range and it would be fine. Or just staple on some kind of effect to make it not terrible, like making his attack speed faster when his passive is up so you aren't standing still for half a year to use it.
They should make his passive called "Enthusiasm". Everytime you cast a skill you gain some small amount of max cdr and cdr and it stacks to lets say 5 times. The enthusiasm stacks should decay after 5 seconds of not casting a spell.
