nth for holstered katanas,
also i hope someone ports a actual samurai outfit soon i hate bathrobes
Can you take Companion's _default_ weapon, mod it, then give it back to them like nothing happened (infinite ammo etc.)?
What's exactly Hancock default weapon: a double-barrel shotgun (wikia page) or a knife (idle animation), perhaps?
>Can you take Companion's _default_ weapon, mod it, then give it back to them like nothing happened (infinite ammo etc.)?
No, if you want to give them upgraded weapons with unlimited ammo just use the mod.
>What's exactly Hancock default weapon
Shotgun, knife is just an animation.
Anyone else planning to RP Randall Clark in Fallout 4 once we get some proper Ranger armor and survival mods going?
>Buffscale keep posting negative comments about himself as anon to get attention
Its getting obvious...
So i was setting up my graygarden settlement when i realised that i had almost maxed it out before even finishing the structure...
Upon further investigation i found that graygarden is conected to the 'Jalbert Brothers Disposal'. I found some of my settlers there aswell. wtf!? is there a fix?
Buff's port got me to thinking.
What did the rest of China look like in Pre-war? Were they pretty advanced compared to America? If they could create a Stealth suit why didn't they give their troops Anti-material rifles against the Power armor?
Last thread BoS got their daily dose from Doc Institute,as always, last thread was ok
Thanks for the help!
>Latina Curie/Nigro Curie
>Poo in loo Cait
Just look at this shit
Remember, the mod that made the Black terminator Synth white got deleted and mod author banned for racism.
Yet this is fine
nexus staff are shitcunts, it's nothing new
Source on that
I have this one atm http://www.nexusmods.com/fallout4/mods/6730/?
Doens't look like Arnie but its better than Nigro courser
Why can't anyone make characters that actually look like famous people
Its still a double standard, what if they wanted to make X6-88 the Terminator?
yeah I know, but still it doesn't seem too much to ask for them to cut a fucking hole in one of the thin walls for a door.
I've heard homemaker is pretty good, any other settlement focused mods I should look into?
If that is the same guy maybe Nexus realized they were being retarded and unbanned him.
Trainwiz got unbanned by the site admin after he found out the retarded reason he got banned for. Which was calling ugly followers aliens.
Yeah, I don't really understand that either.
Skyrim had a lot of Nazi flag mods for the Stormcloaks. In fact I have the fucking link right here! This has been on Nexus for like 3.5 fucking years.
The point is
Flag mod with Swastikas = Banned in FO4.
Flag mod with Swastikas = Okay in Skyrim since its aimed at those meanie Stormcloaks.
He maybe could've gotten unbanned but he ban evaded and made a new account named Dindu Nuffin, the site admin banned him for "Ban evasion and racism"
anyone else feel one of the DLCs will be about Dr. Zimmer? a terminal at the Institute shows that he was in control of the synthetic FEV they were making there and was the one ordering the projects with the super mutants in the vats. Master 2.0 anyone?
WHY IS DANSE SO FUCKING BUGGY
>do blind betrayal, spare him and get him exiled
>send him back to my base, keeps talking like i still have to kill him
>now doesnt do dialogue at all and stands in the middle of my settlement 24/7, only option is to trade items with him, whenever the settlement gets attacked he aggros the whole settlement and kills a bunch of people for no reason
>try enabling and disabling, does nothing
>try killing and resurrecting, respawns him in his t-60 instead of his x-01, can finally try talking to him but he refuses to respond
>initiate combat with him, whole game crashes
I JUST WANT BEST COMPANION TO HELP ME MURDER THE INSTITUTE GOD FUCK
Try reloading a save and leaving him at that military base instead after his exile and wait a day or 2 and come back.
>tfw just discovered Taffington Boathouse
>tfw it turned out it's a potential settlement
Holy shit, why is this location so underrated? From what I've seen so far, it has tons of potential.
>tfw the Synth uniforms pants and shoes look like shit
Someone fix this its terrible
I think it has something to do with the settlement being only just big enough for the house and the driveway.
It's not bad for a place to rest though.
The armor I'm wearing is vanilla actually, aside from a glasses retexture that adds reflective shades and goggles.
Heavy combat arms, sturdy combat chest, heavy combat legs, BOS uniform underneath.
There's a list of them here: http://pastebin.com/CYnYa1Vb
As far as I know there's no official mod list, just look at some reviews and look at popular submissions on nexus and loverslab
am I missing something because nothing else has 'no' in the third and fourth place
Well, I don't see either as an issue. It's perfect for a little garden, a few water purifier and 2-3 trader in front of the house. Aside from the roof, it's not even that ruined! What's not to love? There's plenty of location where you can build whatever you want from scratch anyway.
Hey /fog/, I'm really starting to stress out here. I'm currently making new textures to create a schoolgirls dress based off the mini-dress mod. Now I'm pretty sure it has something to do with the load order, I'm correctly doing the cbbe process correctly but this problem still persists even after uninstalling then reinstalling the mod.
Any reason as to why this is happening would help a lot.
Did you even look at the images?
I wanna know what hair this is, too! Its not that one that adds the sophisticate bangs, is it?
Isn't it? If INNOCENTS has likeness 2 and HONORABLE has likeness 2, and if the only thing they have in common is "no" in third and fourth place, it means that the password has "no" in third and fourth place.
If pass had "LE" in the last two places, then HONORABLE would have likeness 4 instead
>Isn't it? If INNOCENTS has likeness 2 and HONORABLE has likeness 2, and if the only thing they have in common is "no" in third and fourth place, it means that the password has "no" in third and fourth place.
Listen you dumb ass. It could be "ts" from innocents that's the likeness, and "ho" from honorable that's the likeness. Because it says 2 likeness on both does not necessarily link that to "no".
This really isn't hard to grasp.
Why does an induction rifle need to be silenced anyway.
While I am not the anon you are replying to one could see such a thing as a form of self victimization for the sake of attention and sympathy. Kind of like someone saying they are bad at something when they are good or at least okay so people will mention how good they are at something.
wasteland weekend edition
Just realized that gauss with a silencer should work with mister sandman perk.
>tfw drowning in endless piles of .50 ammo but not high enough level for gun nut 3
Kinda meh unless you mod it into a .308 rifle.
Then with Rifleman perk maxed it might be a good sneak damage sniper rifle. Also Ninja perk. With Rifleman and Ninja perks a .308 version of that gun might be able to do serious damage to everything in the game, provided they have max health when shot.
It collects the excess electricity and slows the round so there's no sonic boom.
I mean magnets don't make much sound if any, so it must be tiny lightning strikes from the capacitors and the round traveling at whateverthefuck speed breaking the speed of sound.
I have a sniper build. Maxed out ninja and rifleman as well as stealth.
Suggest names /fog/
The .50 is kinda shit in FO4 unless you get a good Sniper legendary.
What are the best Legendaries for Sniper's anyway?
2-shot? Assassin? Penetrating?
I got into a fight one day with a Gunner with kneecapper minigun. He slowed me down to snail speed by insta-crippling my legs.
Reminds me, does Nate in FO4 talk about his service?
Because Randall Clark was a Canada Subjugation veteran and called it "sickening".
Wonder if Nate did any fucked up shit while he was in service or whether he was a military pencil pusher.
>there are people that unironically like this
Am I the only one who tries to standardize the minutmen at the fort? I have a system set up for how everyone is equipped.
>Companions get a shadowed combat armour breastplate, fatigues, and a beret
>Non-combat personnel get a combat armour breastplate, fatigues, a beret, and a combat rifle
>Security personnel and artillery gunners get a full suit of combat armour, fatigues, a combat helmet, and an assault rifle
Also have a suit of T-45 power armour painted in the minuteman pattern on each tower behind a defensive barricade.
>haven't gotten past the main quest beyond the 'kill the deathclaw in Concord'
Anyone else just Lone Wanderer Settlement building a bunch? All that companions do for me is set off traps and hate me for playing all sides to my advantage.
So the good news is that the craftable stealth suit is mostly working.
The bad news is that I'm not sure if there is a male variant or not
I made a male variant earlier tonight.
Link is in OP, "Buffscale's conversions" links to my Mega folder.
>tfw scared to death that Buffscale is going to port in all kinds of god awful furry mods
> can't build ammo boxes, Chem boxes, first aid boxes, duffle bags
> heck can't event rename storage containers
> settlers breaking forgetting what job they were assigned to
> special recruits not even turning up to settlement despite meeting requirements
> settlements under attack that need assistance even if settlers are armed to the teeth and defence rating is high
> objects sinking through furniture
Settlements is such a bad joke way over hyped feature that feels tacked in at best
It was really skinny in FO3. I had to beef it up to match the body.
You gave me an idea, anon!
Nah but without face animations I wouldn't be that interested in porting that stuff.
What? Do you mean does Chinese Stealth suit work with armor?
Kinda. But with leg clipping.
I dunno. I dunno what you're talking about so probably not.
Are there any full body suits that add pockets with upgrades? I thought that was only for armor pieces.
Its not a default mesh, I cooked that up in bodyslide to test the limits of the outfit.
Probably not, but it will work with armor pieces with deep pocketed. I still don't know what you're referring to, don't only the INDIVIDUAL ARMOR PIECES get those upgrades to begin with?
And in this screen, they are indeed there. The only mods full outfits can get is ballistic weave.
Helmet's in and craftable.
For some reason once I added the male variant, the game crashes whenever I put it on. Time for some troubleshooting
That's basically what I did. I made a craftable copy of the BOS underarmor, then replaced the meshes and textures with it. I'm pretty sure I just put in the wrong filename somewhere,
Anyone here can help me?
I'll try to make the story as short as possible...
my Fallout New Vegas is crashing during start up after Bethesda logo.....
Not even after uninstalling mods, copying fresh copy from a backup or completely redownloading the whole thing fixes the problem....
Okay yeah, it was something on my end, I've got it to not crash, now it's just a matter of giving it the proper texture path.
WHERE IS THIS PICS ARTIST
have you finished it?
POST DANSE LEWDS
It would just be a "Mask" if I could even get one made.
Those Bgsm files Beth made save a TON of time, they're really nifty.
>DO THIS DO THIS DO THIS
Not buff but do you faggots even understand how underwhelming it is to spend a bunch of time creating shit only to have faggots like you want something for nothing like a bunch of fucking parasites? Why don't you do something yourself you worthless sack of shit.
It does kinda bug me seeing NOBODY here even attempting to port things and share them. Its like I wrote that tutorial in the OP for nothing.
I thought about writing a tutorial on how to port models from NV / FO3 to FO4, and linking all the tools needed and the workflow of how I do one, but it would be like a 100 - 150 step guide and I don't think anyone would even attempt it out of laziness, it being too intimidating, or fear of failure. I just didn't let it get to me. No matter how many people naysayed about me porting outfits, I didn't give up.
And look what I've accomplished now.
It varies from settlement to settlement, but I like to have a general theme of at least two doors for the entrance, one of which is a heavily reinforced and secure door, and the other one a regular looking door to conceal the other one and make it look less suspicious. The entrance is fortified with several shotgun turrets, and then I always have one room with a desk and a terminal, usually hidden away somewhere that feels secure.
Basically I create little NEET-holes for my SS to sit and shitpost all day in. It's comfy.
>Not buff but do you faggots even understand how underwhelming it is to spend a bunch of time creating shit only to have faggots like you want something for nothing like a bunch of fucking parasites? Why don't you do something yourself you worthless sack of shit.
It costs them nothing to ask that, why would you let those questions bother you? Straight up ignore them.
>still no mod to replace the dialogue from Intimidation with
"please no bully".
When you're doing something for free you're going to be relying on the feedback alone to satiate any desire for recognition of what you've created, and when it just comes down to people asking for more, it siphons from your creativity and spirit.
Neat, thanks anon.
Such a shame I can't put it on Nexus.
I'll still write a more intensive guide for porting when Geck comes, maybe it will be of use to somebody.
If I wanted attention, I would go get myself banned from nexus again. I do this because im fucking bored. Also modding takes no effort, it takes two brain cells to rub together and 10 minutes in fo4edit. Modders like buff and I aren't much , it's the kiddies like trainwiz who really deserve the title.
Started playing on a lucky rifleman build.
Now I completed the Call to Arms quest and got Righteous Authority, a weapon that requires 6 fucking int (science mods) but works perfectly with a crit build.
How badly do I gimp my savant perk by going with 6 int?
What the hell. I don't believe you.
Savant will still work if you go up to 10, it'll probably be about the same exp gain over time since you get more for higher int.
But as the other guy said you can just cannibalize other weapons for parts.
Hmmm, what's a good weapon to replace this with to test?
>There has to be some sort of personal grudge?
They're probably just angry in the same sense of the people like >>128108545 who get equally butthurt at people butthurt at Buff.
A perpetual cycle of butthurt.
No. It's one of the easiest player houses to get. Megaton has a bunch of vendors, a doctor, and your megaton house is much much bigger than the room you get at Tenpenny Tower.
Okay, I think I fucked something up here.
I use NMM because I'm just getting into modding at the moment.
I went through the video Gopher put up on youtube to alter the .ini files to allow for modding, and it worked for two days, but the game won't load any of my mods any more. I had a big place built in Starlight that was all done up with Homemaker, and now I just have a ton of floating platforms in space. The game's telling me the files aren't there any more.
Please tell me how stupid I am and how I fucked up, /fog/. I'm guessing I have some mods that conflict with one another, but I'm not sure how to tell which ones are compatible with Homemaker.
Your plugins.txt file got wiped. You can copy the mod loadorder back from loadorder.txt into plugins.txt and then set it to read-only, but if you made a save after you noticed your settlement was all fucked up, I'm afraid to say you're not getting the settlement stuff back.
I'm stuck at the Rockets' Red Glare mission.
Firstly I couldn't get off the vertibird to board the Prydwen
Now I can't enter Prydwen's main Deck, it gets stuck on the loading screen forever ):
If anyone had this issue and solved it, I'd aprecciate the help
Just went through and checked it. Looks like everything is in place.
Nope, haven't saved. Where do I find those two text files? Doesn't look like they're in the Fallout 4 file. Also, thanks a bunch.
>Go to Railroad HQ to get that comic I missed
>Have to see Deacon's dead body again
So fucking what? The only good synth is a dead synth.
I bought a roll of it where I work to do some repairs on a window. Shit's fucking strong. I had to use both hands to pull it off when I didnt need it anymore, and this was after 3-4 months of it being weathered.
There's even "Nuclear grade" tape used in Nuclear plants that can withstand up to 36 pounds of force.
Well what I did was I did most of the side quests in the game and all of the 4 factions main quests up until you need to make a choice with one or more of them.
I then made multiple saves and finished with all endings.
Imo, Institute ending is the best, but with minutemen ending you can have 3 of the 4 factions available post-game.
James Bond spy or resistance group spy?
For the first, the red dress works, I think there is a blue variant as well that's fancier. For a resistance group feel, the padded jacket or winter coat
So uhm, I used to travel with Preston and the Minutemen faction seems alright but..
I met the Brotherhood of Steel paladin guy and now the idea of having huge amount of high tech weapons and armors sounds fine.
what if I dump Preston?
Drop weapons on the floor, store them in the workshop. Boom, settlement size decreases. I personally just spawn missile launchers and scrap them to decrease my settlement size, or just use place in red to freeze the settlement size counter.
How would you fix the leveling system, /fog/?
Personally, i would bring back skills, but some people might complain that it's not tied to your SPECIAL stats or that it promotes minmax powergaming.
I thought of it like this:
You have the same chart as in Fallout 4, except you CAN'T manually upgrade your SPECIAL stats and instead of perks you have skill, each skill being under their respective special stat.
You could level the skills under each special stat depending on the special stat level, if you had low intelligence, you could only allocate few points to intelligence skills, and viceversa.
However, throughout the game, you run across various books, magazines and characters that can "teach you new stuff" and up your SPECIAL stats.
Reading a lot of books might increase your charisma and intelligence stats, and meeting a survivalist character might increase your endurance stats.
This would also encourage exploration, because in Fallout 4 all you have to do to make your character better is get a radiant quest and kill a bunch of raiders / ghouls / supermutants and choose what SPECIAL you want to level up.
Also, like in New Vegas, you get to choose perks every two levels, but they're going to be just side-stuff, not core mechanics in the game like in Fallout 4.
I would remove the "skill perks" from the level up tree and replace them with the type of perks you'd get in the base games. Your SPECIAL scores would still effect your skills how it does. Skills would be leveled by using them, picking a certain amount of locks would grant the next lockpicking skill perk, shooting gunslinger/rifleman/commando guns would gradually unlock the next ranks, etc. The amount required to grant the next perk would be based on your Int and whatever stat governs the skill.
Buffscale, I was thinking' about porting some power armors from FO3 to FO4 but I suppose that'd be a whole different game because of the whole parts thing right? Without the GECK it'd be difficult to implement it.
>Tfw no Elder Maxson companion
Allowing that synth to be the only Brotherhood companion is a crime.
Exactly what I meant. Models would have to be dismounted and blah blah blah so they fit in the mount (even because while the player wears it, you get more taller, while in 3/NV there weren't height difference between power armored people and non-armored people).
Seems like we'll need the GECK for this to happen.
>tfw you have so many settlements and loot that their management feels like a job
Sometimes I'm just like "fuck this shit!", get Nick and hunt down another EW tape. Then return with ever more loot.
Really simple: make the damn game actually use these perks. Currently, perks has very little connection to the world, they mostly serve as badges on the player's coat. I'm sitting on 11 (!) unspent perks, and don't feel like I missed anything.
And that's not even being lazy or careless, I simply don't need to spend them. Sure, I could use some extra sneak and weapon damage, but I'm doing fine without them. Basically, I took the core perks I planned my char around, and that's it.
Still, I like the current concept but it's hard to take it seriously without SPECIAL / perk checks and more reflective world / combat mechanisms. The removal of skills wasn't inherently a misstep, but Beth should prove it happened for a reason.
I... don't know. The other problem is I really don't understand how weapon behavior works in Fallout 4. I get how the modular system works, but I don't understand how the fuck it determines a bunch of other things. I miss the GECK.
I'm surprised at what people can do even without GECK.
I'll love it when people are doing weapon mods, and changing the game entirely when it comes out. It'll be like a new playthrough, except filled with a little less shit.
>tfw from all the kids they had to take from fallout 3, they had to take mr mayor and the squire...
Sorry, you said Ballistic Fiber, not Ballistic Weave.
It's in Military Ammo Bags, and Military-Grade Duct tape, as far as I know.
fix the perk chart
most of the shit offered is complete garbage, not even worth taking over special increases
theres not really anything mechanically wrong with the way it works, its just horribly designed and packed with filler perks not even from a proper lack of inspiration from the previous games, just out of sheer laziness
Make every perk an actual perk that is useful and not in the sense of ''Hurr more damage''. Make it so you get a perk maybe every forth/third level depending on the max level that you can achieve. Bring back tag skills and their faster increase rate and maybe lower the amount of skillpoints you get per level.
I hope someone mods the gauss rifle eventually. It would be ncie to see something in line with the one from FNV, which I actually liked more than the one from F2.
Also, gauss pistol when. And God, who the hell thought "CHARGE THE WEAPON BEFORE FIRING, BECAUSE THAT'S COOLER" was a good idea? It should've been a weapon upgrade/downgrade.
Are guns more enjoyable than melee? I've been playing a melee character since the get go, and I've found next to nothing for interesting melee weapons, and the legendary ones I've found are pretty useless.
I've completed the Nuclear option quest and just took down the BoS. Is there anything left to do in terms of a main quest line? Or is this where I just see how long it takes to get bored?
You're probably right.
I might just do that, although wait for the GECK perhaps.
Also, I wonder how well the GECK will allow for modding in new areas to the game, and how that would work. My wettest dream is for a twofold system wherein you either can expand the map arbitrarily in any direction, without limit (as long as you've added terrain, of course), or add a wholly separate area to the game accessible only by fast-traveling. Having both these options would be baller
Are you trying to imply the Great Khans aren't trash?
What level do you need to be to get X-01 suits to spawn?
I went to a couple spots when I was around level 24-26 and they didn't spawn. I'm level 29 now. Reckon they'll spawn? I don't want to exhaust the Commonwealth of suits by constantly trying to get one and failing.
Nick will get buttmad but due to Bethesda being inconsistent with their writing he won't care. Really the only solution is to have Codsworth or Dogmeat as a companion and no one else.
Is Fallout 4 super CPU intensive or something? Far Cry 3/4 run better on my computer than Fallout 4 do and I'm wondering if it's because my CPU is only running at 2.7GHZ until I fix my power supply.
My graphics card should handle 1080 pretty well but I have to play on medium-ish settings and while I get decent FPS, it's a little choppy.
Nevermind, found my answer. If this graph is accurate holy fuck is Fallout 4 dependent on CPU.
>pictured: the ENTIRETY of Cambridge and Boston
man, that's some pitiful shit
I figured it'd not be true. Bethesda were no doubt butthurt that Obsidian did a better game with much less time, so I suppose they wouldn't want to even acknowledge such a game existing.
>Bethesda were no doubt butthurt that Obsidian did a better game with much less time, so I suppose they wouldn't want to even acknowledge such a game existing.
Do you unironically believe something as retarded as this or are you just pretending to be retarded. There's even multiple references to NV in 4.
seriously? basically everything that's missing in it from SSEx. also more importantly a patch for 1.3 is going to be implemented for Settlement Keyword compatibility so people will finally no longer have to choose between Homemaker and Alternate Settlements along with seeing settlement mods becoming more streamlined, more compatible with one another without the need for a shit ton of patches and load order optimization
>"Just made that word up"
You aren't really this stupid, right?
Sorry I'm not too familiar with American geography.
I just thought this game was set in the greater Boston area with maybe a few parts outside.
I also thought that fallout 3 was set in Washington DC and the immediate area surrounding the city. Is this wrong?
Also, do Americans not call the greater area around a city by that city name in general?
It's so infuriating how games like this never manages to get the scale realistic.
...Then again, it would be hilariously unrealistic for them do actually do so too. The amount of work would be ungodly, not to mention players would be bored with having to walk for an hour to get to some faraway place. (given there is fast travel available, I'd play the shit out of it though)
Ripped from Cod black ops, I need to scale the armour better since its designed for a male body, not a womens, its why it looks so fucking large
>"Massachusetts is a Commonwealth, declaring itself as such in its constitution, which states: "[T]he body politic is formed by a voluntary association of individuals: it is a social compact, by which the whole people covenants with each citizen, and each citizen with the whole people, that all shall be governed by certain laws for the common good."
The rest outside of that is not boston. It is a wasteland. Call it a "commonwealth" if you will, you disgusting minutefag.
Alright, what part of this map is in fallout 4?
Yeah, but which parts of real life Massachusetts are represented in game?
Is the world of fallout 4 mostly just the greater Boston area, or are a lot of the settlements in fallout 4 supposed to represent parts of Massachusetts outside of boston?
Just having a hard time understanding the scale of the game is all.
Like, if I walk from one end of the map to another, have I traversed the entire state, or just boston?
It's fucking called the Commonwealth of Massachusetts in real life, you retard. There's even been multiple sources on this fact posted within the last couple of minutes
psshh... say that to my face... kiddo...
Doesn't make sense in the Commonwealth. Doesn't make sense in the West. Maybe in Canada or the southeast, but the Enclave has had its ass kicked over and over again. I like how FO4 doesn't have the Enclave again.
Got tired of the tanktop look tbhfam
Yeah if you say so, milkyboy. They can still get arms like pow if they train, but I'll let it slide because I guess you're just a little sheltered as most manlets are.
>in before "implying that's not a man hurr hurr hurr" or some other dumb rhetoric
Honestly I think she looks better in something other than the tank-top as well.
Anyone know a fix for Fallout 4 causing a "graphics driver unresponsive" error every 10 to 15mins? This doesn't happen with 3 or NV.
Windows 10 X64, AMD Radeon R9 270x, tried the last 4 sets of drivers including the 16.1 hotfix, setting the graphical settings to the lowest, and changing the TdrDelay to 2, 8, and 10.
Gotta love those qt russkie female bodybuilders mane
post mod loadouts?
not seen at the bottom: PipBoyShadows, Shaikujin's Better Settlement Alerts
Sure. Be aware that I removed the shoulder brace in outfit studio though, because I thought it looked like shit. Lemme know if something's wrong.
> roided out and covered in makeup, probably fake tits too
no thanks. /fit/ girls are great but there's a limit, this is probably it >>128120927 . girls should generally stay away from rons
all we know is that he was in the army and in the 108th infantry, I believe. Given the contents of "Hi, Honey!" holotape and a few offhand comments Nate can make, it seems he's, at the very best less-than-happy with his work in the army, though it seems Todd, in a fit of sanity and competence, left the details out/up to the player.
I kind of would like to make a mod where the player can choose little bits of their backstory. Mostly just "what did you do before service?" and choosing your branch and role in service for small statboosts and maybe a few unique perks.
Fuck off, The Enclave should just stay dead. And The Brotherhood still being so relevant is retarded, the Midwest Mary Sues should have never been even slightly canon in the first place and now the group are literally a bunch of Space Marines
He sorta qualifies since he doesn't fight, but he's who the Minutemen will send you to build something important for the MQ if you choose to support their faction. Afterwards he'll also be the one charged with handling a rather valuable quest item for them, so I'd say he's more or less part of the faction.
It's also likely he can be moved from the settlement because he has to build something fuckhuge for the Minutemen (again if you side with them) and Bethesda's covering its bases to make sure you don't have to delete anything in your personal Sanctuary assuming you've taken up all the space there with other shit, thus allowing you to build said macguffin in some other locale if necessary.
