Just because Yharnam is the center of blood ministration doesn't mean everybody ever ministered stays in yharnam. The player character presumably comes to yharnam from a foreign place to get the blood treatment and presumably would have gone back home afterwards were it not for shit going down. The NPC in the window by the Central Yharnam lamp is the same, and even mentions his homeland in one of his dialogue bits.

Considering that hunters are widespread, and therefore beasthood is also widespread, it's pretty safe to assume that blood ministration has spread beyond the borders of that one city, even if it's the ostensible Mecca of the practice.

It depends on how much the starter weapons + saw spear (or Saif, in this case) appeal to you. I have a 99 ARC character with no SKL or STR investment and I like it just fine. Threaded Cane is one of my favorite weapons and Hunter's Axe is really good. I mostly use my tools, though. Being able to deal 2-6k damage to bosses with a spell that a majority of them cannot avoid is really satisfying.

Why do they always go for the side dungeon before the boss when they have a summon with them? Summons don't get jack shit and they or the host might get killed.

And if you somehow make it known you'd rather do the boss than running through the side dungeons they either send you back or get killed by something.

Wouldn't it be smarter to go through side dungeons after you've killed the boss, assuming you're ringing for help and not just for the sake of ringing it?

I've been using the whirly saw, it has some nice forward moving attacks as well as large horizontal swings but it's fairly slow.
I'd imagine the Saif or one of the whips would be pretty good.
