Do players try to anticipate whether the opponent will block high or low and have different block strings for that? Do they sometimes decide on a block string to push them the furthest back? Surely the moves that players choose to use after they get a jump in are very deliberate.

Here's the biggest issue I have with SFV at the moment:

Let's say I don't like the direction SFV is heading. Not feeling how they are balancing the characters making them way too straightforward, not feeling how the new made internally rollback netcode works, not feeling the roster, not feeling the art direction. One day Mr. Developer/Mr. PR working for the software house that is developing the game says that you don't have to worry if there is something you don't like since the release build is going to be different.
The main question I have is: if we already know the final game is going to be different, then how should I make a decision after playing the beta build(s)? If I don't feel like the game isn't that interesting for what I've played and then I have to believe to some biased words, how could I even believe what they are doing with their work? And how is the final game going to be effectively different?

I think you are reading too much into that tweet written by Combofiend. He was addressing the fact that they were removing stuff from characters in every build saying the final build may be even more different, but you shouldn't expect a completely different game at Day 1.

Stuff like roster, balance changes, even the rollback netcode may be addressed and fixed before or even after release via patches.

The art direction (and in general graphics) isn't going to change though.
