The game's pretty ambiguous. This is my interpretation/headcanon of Chara at three (and a half) points in their life:
>BEFORE UNDERTALE
Some kid who wanted to kill their whole village for some reason, so they fell into the underground, killed themselves by eating buttercups, had their soul absorbed by Asriel, tried to kill everyone in the village but failed. Disappeared when Asriel died.

>DURING UNDERTALE
Is a spoopy ghost (not related to the blook monsters). Haunts Frisk and narrates stuff for him. If the player decides to go Genocide Frisk loses their determination, so Chara takes over their body ("It's me, Chara")

>AFTER UNDERTALE (Pacifist)
Realising that not all humans are actually assholes, Chara peaces out to the afterlife.

Many games strongly stick to their ruleset and apply all rules to everything through game world, and that can be good. Meanwhile, Undertale plays into exact opposite direction for its own strength. It's the middle ground that would be bad game design.

Just go see for yourself, it's not a long game so it's not like you have to worry about investing a shitton of time.

This is 120% Headcanon. There's nothing in the game to suggest it, it's basically fanfic. I also don't ever write stuff like this so sorry if it's shitty. Regardless...

Chara was a sociopath.

The word "village", to me, suggests they lived in a time period before what we're used to. I don't know if this holds true elsewhere but "village" isn't really a word I'd use to describe where I'd live.

Since they lived in a time before disorders like these were understood, they were regarded as a freak. Or maybe we could say... a monster?

Eventually Chara had enough. Maybe one of the kids went too far, maybe an adult tried to take advantage of them. Either way, they killed for the first time, and decided on their philosophy. Kill or be killed.

Chara wasn't stupid though. They knew that they couldn't just pass this off. They had to run away. Well, if people wanted to call them a monster, why not just join their brethren? They climbed Mt. Ebott.

On getting to the underground, they found that monsters were surprisingly not as bad as they had heard. For a time, they lived happily there, but they knew it couldn't last. They'd tasted blood, and it wasn't enough. They couldn't hurt their new family. They'd been understanding even when they were so different.

So they came up with a plan to wipe out the humans who'd hurt them. The ones who'd threaten their new family if they had a chance.

Yes, since LV is a sign of emotional distance or lack of empathy. It's another headcanon of mine that Frisk being at 1 LV makes him kind of a freak. Way too empathetic, to the point where they don't even like hurting tomatoes, and feel bad if they bop a dummy on the nose. LV is our capacity for violence and hurting. As a species, we're actually pretty good at that. In my headcanon most humans have like 4 or 5 LV, ~10 is a serious asshole who likes hurting people, and 15+ is a legit murderer.
