In Japan it's a prestige thing, apparently. So unless the Namikaze were some big clan we never heard of (unlikely) the Uzumaki, a direct descendant of the Sage and people who used to have their own village, get to have priority.

People got a little suspicious at times like going "when did he learn that" but didn't think much of it. And this was with hundreds of training shinobi watching.
