He uses 0.5 because it's either 0 or 1 depending on whether it's chained with other actions. If you're doing hazy maze cave isolated, it's one isolated A press.
If you're doing it as part of a greater run, it's the same A press as the one needed in the castle to reach the level, thus it's not unique to HMC.
As it can go either way depending on context, using the notation of a "half press" is just easier.

I think the .5 only matters in relation to the entire run since the press happens outside the area, its 1 in the scheme of the entire run, but .5 in terms of the level.

It is still a flawed notation. Lets say you complete four levels that take 1, 0.5, 1 and 0.5 presses respectively. The total here is 3 (1+0.5+1+0.5), but the actual number of presses required is 2 (1+0+1+0). It's a decent enough shorthand, but it could be more rigorous.

Understanding how things work is not what occured in that video. What occured was someone taking a thought experiment "How few of A presses can I use to get through SM64" and dedicating countless hours into discovering these glitches and abnormalities to shave a "half" button press off of your run. Then countless more hours to memorize the fuckinf aggro range of scuttlebugs. Then several more hours making a passive-aggressive video trying to validate his retarded assertions about button presses and why we should care.
Most entertaining part of that video had nothing to do with the actual button run but with neat abnormalities in the code. If the content you spent hundreds of hours on is less interesting than the code of a nearly 20 y/o game then you've gone too deep.
