I think developers have prioritized polycount over textures, that was the entire story of gen 7, all those blurry, awful textures.

Also lighting has taken a backseat. The first FEAR had some nice lighting, explosions making light sources shake and such looked amazing. These days it seems developers barely care about lighting at all.

Back then all you need was one diffuse texture, you have the resources to crank it up to 512* or 1024*. Nowadays games need diffuse, normal, specular, ambient occlusion, this and that and if you toss 4K* or 8K* into the mix, a shitty little boulder would probably blow up your GPU so to speak. Don't get me wrong, GTA V looks great. Just not a fan of the artstyle. There's a bunch of minor stuff that collects as a whole, like the gamma being a bit too high so it's almost like there's a white film over the game.

That's why there's stuff like VisualV that makes it look 10x better, along with removing other things like chromatic aberration, and clearing up the picture by toning down a lot of the PostFX junk.
