Apparently he's FTL according to the novels, but there's no source on this. I wouldn't be surprised since SP Naruto and SP Madara were FTL. I do know he's faster than Raikage, as evidenced by the movie, with his Lightning Release.

Boruto was a good enough ninja to not get caught for the majority of the exams.

However, the point of banning the device was because it was too easy to use. It's not like a ninja tool (kunai, shuriken, etc.) or a ninja pet because you need to control those. Ninja Food Pills only awaken latent strength and come with severe consequences for using them. Konohamaru shows his team that it's very easy to just pop a jutsu into the scroll and then use it, but it lacks control and any actual user input other than firing it off. Also, if everyone is just popping a jutsu into a scroll, then there will be no actual ninja with any notable skill to defend the Earth when these devices malfunction or are wiped out. No one will be able to create techniques because everyone has been so reliant on these devices that spit out other people's techniques. This is made quite relevant by Momoshiki absorbing every technique Boruto throws at him with his device and how Momoshiki was OUT-FUCKING-SKILLED by Naruto and Sasuke's Taijutsu and efficient use of their own techniques.
