I've currently got an i5-2400 that I'm pretty sure is bottlenecking me right now
If I had to upgrade in the next few days, would a i5-4690 or i5-6500 be the better choice? Or should I step up to a 6600 or 6600k? On somewhat of a budget so not too high end

You're gonna need a new mobo regardless of which you go for. Skylake isn't much better than Haswell, maybe 5-10%. Skylake Mobos have a lot of new tech like m.2 ports and USB C. Gaming wise, any of those CPUs will be sufficient. If prices are the same go skylake for new tech.
I'm running a 3570K overclocked to 4GHz and I have no issues running any PS2 emulated game at all (you know, unless the issue is in the ROM itself).

No one will be buying DDR3 in a few years when it's more expensive and being phased out, genius, that's the point. There's no reason to go DDR4 right now so wait until it's cheaper and offers a significant performance boost.
Oh, for sure, if you're building a new rig and you've got the cash you might as well shell out. If you're only upgrading RAM or even just a CPU, I just don't see the point of shelling out for a new motherboard if it's not needed.

Opinion from someone who builds computers for both Casual and Gaming use, and has done so for about 10 years now.
Get the 4690k. Skylake has very little performance increase over the 4690k, so you might as well save yourself some cash and get a decent GPU with the money you'd save.
PS2 Emulator has had a few jumps lately, so as long as you get the latest Dev Build, a 4690k and a decent GPU will do wonders.
Don't invest in retarded ass DDR4 ram, seeing as it's not the norm, and it won't be for several more years. It's overpriced as fuck.

ASUS is pretty good for motherboards. There's enough variety out there that you can buy for the features you want. So just think about what you want and go with that instead of asking /v/ to tell you what they would buy for themselves.
