Mods cannot fix these. Just because you throw more NPCs into one of the 2 pre-existing non-custom settlements doesn't mean they'd be "fixed". There's still fucking nothing to do because there's so little non-radiant quests, and the NPCs would be generic and add nothing. And player-made town mods are always shit

It's a tutorial town. You can use pretty much every skill except Survival I think, meet some nice NPCs, do a few quests, play Caravan, and it gets its own ending slide

I really hate the layout of NV because I hate sprawling deserts and the color orange but it was far better than 4.

except their idea of a "cool world" is inherently flawed from the ground up because it has no inner consistency and trickles down onto every single aspect of the game. It is no longer a writing issue but a development issue. The creator's vision is misguided.

I played for about 60 hours, I had fun, but it definitely had it's flaws. Eventually I just ran out of meaningful shit to do. The "dungeons" all start to blend together after awhile, the majority of the quests were really boring, main story was garbage, dialogue was shitty except for maybe a few lines here and there, game became a joke in terms of difficulty a little bit in, even on survival it was just too easy. I tried to get into settlement building, but the interface was clunky and there's little incentive to spend a lot of time on settlements besides just enjoying your creativity.
