I'd actually agree with this. At least with Melee, there was mostly characters we'd expect to be thrown in (Marth and Roy aside, but even they were welcome additions and helped introduced the West to Fire Emblem). Brawl was a completely different ballgame all together. Snake and Sonic introduced, people would argue who should be in and who shouldn't, some would be upset certain characters weren't announced right away, etc.

Brawl was when people realized Smash would become a regular thing, and at that point, it was "you're either a character I want or a wasted slot." Many characters were introduced for the sake of advertising (like Lucas for Mother 3 in Japan, though you could make a similar argument for Roy). Character interactions too, since even though they were neat, this introduced the thought of mashing all these characters together in a big universe. It was just one giant mess.

I still like the series, but the fanbase explodes if Sakura so much confirms a new hat.
