No, your headcanon about what you'd do as the leader of the Institute doesn't count, the game made it clear you have no authority at all.

The Brotherhood would kill every non-feral ghoul and every synth, then rule the Commonwealth with an iron fist the same way they force farmers to give them crops through violence and intimidation. They will also steal all technology they can get their hands on and leave the Commonwealth's people destitute unless they want to/are able to enlist.
