Won't say it's right but I would say it was a different time 10 years ago. Those whole transgender thing was still a touchy subject and NoA had no idea how people would react to it. I mean look at people's reaction to Tomodochi Life and gay marriage. We live in a much different time and so changing Vivian story nowadays will actually cause more of a backlash than anything.

If it's minor censorship that doesn't bother you because it's trivial to you, and that's done for reasons you don't care about, you can either complain about it because you still disagree with the censorship, or let people who actually care about it complain about it if you don't really care.

When a female character gets changed for puritanical reasons, I don't expect feminists to get up in arms about it and complain about it. The problem is that they actively encourage companies to censor things, and then they defend this censorship, saying it's "not censorship", anyone complaining about the censorship should be shamed, that it's a good thing and that more companies should do it, etc. The same thing applies to Christians, if an image of Satan is removed for religious reasons, I don't expect Christians to complain about it, but they shouldn't actively push for this kind of censorship

Meanwhile, if a character gets changed for conservative reasons (I'm not sure if this is what happened here), I don't expect people who aren't bothered by the change because they consider it minor to complain about the change. But at the same time, they shouldn't encourage companies to make those changes, and they shouldn't defend those changes by saying it's a good thing or that more companies should do it when they happen.

The internet wasn't what it is now when Paper Mario TTYD was released, and it's only recently that most people were made aware about this change during localization.

If they changed Kaine in Nier's localization to conform to conservative values in the West, I would've expected most people here to complain about it. And even if they didn't complain about it, they wouldn't insistently defend the changes, try to force companies to make those changes, or try to silence people complaining about those changes.
