I think it's pretty solid. Nice use of die-cast parts (the legs and chest), good effect parts for the Buster (you can combine them into one big shot, though it can't hold that up on its own) and the Buster also has an LED. Pretty good articulation too.

I'm no art expert, but I think he started drawing more "realistic" hair at some point. It's obviously still dumb anime hair, but it's not as ridiculous as classic Cloud's. Texture, I think, is the biggest factor. Compare to his more recent rendition of Cloud, and how his hair isn't basically just one big bunch of yellow triangles.

He never wore an ICPO costume, he's always worn his Holy Order gear. His Xrd gear is a mix of his Holy Order gear and his regal attire from GG2, which was still basically a Holy Order regalia. Remember that ALL the kings are former Holy Order brass, and that the general populace relates the HO with authority anyway.

The explanation for him not wearing full king's regalia in Xrd is that he actually knew he was going into combat this time so obviously he'll put on gear he's comfortable battling in, where as in GG2 he got dragged into the conflict very suddenly.
